ProMotion lets the display change its refresh rate up to 120Hz for smoother scrolling, and down to a very low rate to save power.
This setting is present on your iPhone.

What it does
The variable rate is what makes an Always-On display practical, because the panel can idle at a very low refresh. There is no simple on switch. Limit Frame Rate under Accessibility caps the display at 60Hz.
What changes
When it is on
Not applicable. The relevant control is the cap, not the feature.
When it is off
With Limit Frame Rate on, the display holds 60Hz and scrolling looks less smooth.
Should you turn it on?
Good reasons to turn it on
- Capping the rate can save a little battery.
- Some people find high refresh motion uncomfortable.
Good reasons to turn it off
- Scrolling and animation are noticeably smoother at the full rate.
- The variable rate is part of how Always-On works efficiently.
